Is this a mistake or real?
I saw this a while ago and think it's a mistake. There's no equivalent on amazon.co.jp, which you'd expect if it was a Japanese release. But I could be wrong ...

The rather low 25 Euro price on JPC also speaks against an SACD. JSACDs usually go for 40-50 Euro, and imports are rarely on sale at JPC or Amazon.de.

Amazon Japan does mention some edition of this album on 'CCCD'.
Does anyone have a clue what that means?

As far as I can tell, it's a SA-CD. Whether it was ever released and can be supplied is the question. The EAN says it originates from Japan but it's not on amazon.co.jp or hmv.co.jp ... but does appear for sale on towerrecords.co.jp.

Copy protection. The disc in question isn't currently available from amazon.co.jp.

I still think that this is an SACD that had only been announced (on musictap), was part of release schedules and that somehow made it into the online stores catalogues, but never existed. After all, it's Norah Jones, so many people would have bought it if it was really available.

That would be "Closed-Captioned Compact Disc" - A CD for the hearing-impaired. (rimshot!)
